1998 Mercury Carbeurated 200HP problems

Was wondering if anyone could help...

have a twin engine set up of 1998 Mercury 200 HP outboards. The motors are carbeurated and have only 250 hours. The starbord motor is great but the port motor tends to max out at only 3600 RPM's. Have replaced reed valves to address idle issues but now top end seems to be a problem. Carbs are clean and fuel seems to be making it's way properly. Is it possible that I am losing a power pack? have been told that this is common but seems that engine would not run at all or would barely run if this were the case.

Also, boat only seems to be getting 1 mi. per gallon of fuel and plugs keep fouling. Any help would be appreciated.

check the compression. gallons per hour are usually rated by moving the decimal in the hp one place to the left. 200hp 20 gal per hour X 2 engine 40 gallons per hour. this is a WOT. you want to run that kind of power you pay for it.
