Evinrude 1992 E15 Pull start

My freinds and I have a 1992 Evinrude that we use for going fishing. We recently develop an issue of the engine cutting out the lower cylinder. When we that plug, it has a white milky substains around the electrod. It looks like when you get water in your oil in car. We check for spark on that cylinder and there is nothing there. Has any one else have or had that issuse, and what was it to fix?

That indicates that you are indeed getting water into that cylinder. Check the compression first just to see what the readings are, then remove the cylinder head and inspect for a failing head gasket.
