powersteering problems

I have a 92 maxum 2100 with a merc alpha one. it is steering hard right and left. checked for leaks and fluid levels everything looks fine.ANY IDEAS?

Mercruiser is not a Mercury outboard.<br /><br />Power steering is not part of the engine.<br /><br />Moving to the Boat Forum.
