Rough slow speed operation on 225 efi merc

I have a 1996 225hp optimax (efi)merc with 560 hrs. Engine runs fine above 1200 rpm, but runs rough below 1200rpm. Plugs look fine. I have checked each plug for firing with a timing light -interestingly enough each plug will cut out for a few seconds while at idle. Each cylinder is consistent with this behavior. Any suggestions?
