1995 MERCURY 25hp cant get more than 2800 rpm's

I just bought a 17' semi-v tracker with a 25 hp merc. At first i could not get it to take off with out half choking it. i ran some carb cleaner through the fuel and i now can take off from idle, but can not get more than 2800 rpm's. the prop is 10 3/8 and 13p. should i get a prop with less pitch or is the carb not performing correctly?

Pull the plugs to see if they are all firing. Should be grey or tan in color around the electrode's.<br /><br />Jerry
