Is the throttle throw different on Force vs Mariner?

SITUATION: Switched out a Mariner 75 ('94 model) with a Force 70 ('95 model). Motor runs fine but the choke lever has to be dramatically up for it to work. The throw on the throttle travels all the way forward that it can go and stil won't open up the carb enough. Not acceptable.

QUESTION: Is the Mariner motor set up to be more sensitive to smaller movements than the Force? I've spent more time on the controller than installing the motor :( . I also made the mistake of pulling the controller apart "to see" if there were any adjustments inside. Took me a couple of hours to get the thing back together!

Any help sure would be appreciated. I'm trying to get the boat ready to sell asap - got my eye on a bigger and better one. HELP?

I just went to eBay and there are a few "QuickSilver" controls that look just like the one described above and now that I think about it, I think that is what it is. Maybe it works and I'm not smart enough to adjust the cables?
