1991 90hp evinrude repair

I have 90hp evinrude, EuroSport 190,19ft SunBird. <br />I have rebuilt the carbs. Runs good on trailer. When I put it in the water under a load the top speed I get is 25mph-w/4000 rpms. What am I missing on getting this right? <br />Any info would be very much appreciated.

Welcome!!<br />First things to check are compression, spark at all cyls, and your sinc and link and timing are set properly. Make sure your throttle plates are horizontal at WOT. Make sure the fuel and oil are fresh and the plugs aren't gummed up.<br />Let us know<br />Good luck<br /><br />PS Running on the trailer without a load is no indication of the health of your motor.
