can't find what i'm looking for. wondering what rpm's they run at and how much the spark would advance on them or generally any outboard around the same hp

If its any help the single cylinder cranks out 7.5 hp at 5650 rpm, I would guess that the 9.9 and 15hp would be in that rpm range but I just checked and 1963 10hp johnson has a max rpm of 4500 so your probably looking at 4500-5500 which is typical for a 2 cycle outboard.
don't concern yourself with spark advance on these motors. this is controled by the flywheel weights which turns a plastic donut with a magnet on one side. timing on these motors can be altered only a small bit by turning the stator on the oval holes. best bet is to set them in the same spot as they were. you can usually tell where by the screw marks on the stator plate.
I need to know the procedure on how to check the timing and set the stator plate, I don't see the marks where the plate was in the first place. The magneto (cdi) was taken off the engine when I got it. The only manual I could get only refer to the one cylinder type.
