400 transom seal orientation

Hi all I have a Sierra transom seal to replace torn boot (week stringer was repaired) I have thrown away the old seal and the new one seems to be upside down if I were to install with the arrows up like the old one was. Any suggestions? I have read a post about the Sierra transom seals and the XXX is to go to the top, is this true? it seems like it would fit better that way.

I was hoping someone else would answer. I've got an electric shift and I think it's different than the 400. You can see mine here (2nd photo down) if that's any help.

Couple of pages from my manual here:

It doesn't give me a different section for a 400 vs. a electric shift, so I'm assuming they're the same thing.
