Default Water pump on Mercury 200HP 2-cycle

I have a Mercury 2003 200HP outboard 2-cycle. The water coming out of the water pump flow hole seems warm and maybe not as much volume as there should be. Any way to tell how much flow there should be and when it's time to change the pump?

Check tell tale hole is not blocked with a piece of wire while running on hose. Not too sure on the 2003 model though flow usually gets stronger when engine warms and Tstats open....Having said that if you haven't changed impeller in 2 years or more...do it.
