need 1999 merc 4hp 4 stroke carb

Anyone know where I might find a used carb for a 1999 4 hp 4 stroke motor? The motor is otherwise in excelent condition and it kills me to have it sitting here. Thanks.

Is the carb missing?

No, the previous owner tried removing the carb with the wire linkage to the throttle attached and snapped the black plastic throttle lever with the idle speed screw on it into 3 pieces. I tried fixing it but, nothing bonds to that type of plastic. It's an integral piece of the carb and That carb is no longer available new and I've been told by a few boat mechanics that I should locate a used one.
