Default Mercury 225 (1994) RPm Problem

After running my engine it has tendency to increase rpms without any movement of throttle or change in trim. This normally happens in the 3500 to 4000 rpm range. It will climb to 5500 if I do not pull throttle back. Can't seem to hold rpm steady in this range. What can be causing this?

Stator would be good place to start.
