    Default 88 Mercury no steering

my steering went out the other day. No steering. Not frozen, wheel turns and motor turns. Unhooked the cable from the engine and can feel the cable move when I move the engine. Unhooked the cable from the steering column box and it still moves when I turn the steering wheel. However, the cable at the engine does not move when I turn the steering wheel. I imagine that it is probably a faulty cable and I need to replace the cable. Anymore input on how to verify this or whether I am right would be appreciated.
    Thanks

Maybe, your guess is as good as mine, since I have no idea of what type of steering you have, the boat, or the motor.
