2005 mercury 9.9 4 stroke no power

I purchased a new in box merc 9.9 4 stroke eng. I ordered and installed from mercury by serial # a tiller kit that included a new carb.after mounting on boat that is a14ft polarkraft fishing boat. There is a 10 hp max on lake. anyway the motor starts and idles great but has no top end power. The throtle linkage is all the way at carb full stop but it feels like only half power.
Anybody have any ideas? I never ran eng before installing tiller kit and I know the boat is underpowered but its really bad. Thanks in advance. Vince

You need to make sure that with the tiller handle at WOT that the Carb is adjusted to Be wide open, where the linkage hooks up to the carb there should be a oval section in the linkage.

I have an 03 9.9 4 stroke on my 14' john, That i upgraded to a 15 this spring.

The actual linkage at the carb is at full stop at the carb body when the tiller is at wot. Thanks chuck.
