1979 200HP EVINRUDE POWER LOSS

MY ENGINE WILL NOT RUN AT FULL POWER. UNLESS iI TRIM IT UP UNTIL THE PROP IS ALMOST OUT OF THE WATER, THEN GIVE IT FULL GASS AND THEN LOWER THE TRIM. IF I GIVE IT FULL THROTTLE WHILE TILT IS IN THE RUN POSITION IT WILL NOT EVEN REACH HALF RPM,S THAT IT SHOULD. ANY IDEAS? THANKS STEVE
