Default Screw on Merc Riser blocking oil cap removal

1997 Merc 5.7lx Raw water cooled
Good Day to all! On Port side of engine i have a screw extending off of my riser that's blocking removal of my oil cap (Newer riser installed last year). I can't tighten it anymore to move it inward, and i don't know the purpose of it too cut it off. Included is a picture, do i need that screw there?

You should be able to just take the valve cover off and flip it around 180 degrees and reinstall....of course after you remove the plug to make room for the cover to slide up and off. It looks like a drain plug for your riser for winterizing purposes.

Nope can't just flip the valve covers, they only fit one way.
Remove the plug and get a brass plug with an allen wrench hole in it.

    Here is an example http://www.ebay.com.au/itm/Brass-Pip...#ht_1351wt_901

Any hardware store or plumbing store will have them.
