Mercruiser power steering problem

I went to take the boat out yesterday and the steering was locked up. I was able to break it free but it was difficult to steer after that. Almost like there was no power steering. One thing odd that I noticed is that if I move the outdrive I can push it left then right then it locks again. If I wait a couple minutes the pressure or whatever the issue is seems to go away and I can repeat (left, right lock) Any thoughts?

Time for new steering cable and guide tube cleaning/lubing.

I was afraid that might be what it wouldcome down to. Leaving for Havasu right after work guess I will have to do the swap late tonight. Any tips/tricks on the procedure? Thanks

I pulled the steering cable loose and when using the steering wheel its seems to move freely. Could it be something else?
