Urgent, stuck in water!!!!! 25 hp johnson wont start

1994 2 stroke johnson 25 electric start, started up fine, got me out on the water, i killed it to line up my rods, went to start it and the starter wouldnt make a sound, waited a few mins and messed witha few things, then it started to crank up again notmal, but my throttle shifter is stuck all the way low and wont raise up, its not letting me start the engine, the black rod the goes veryical from the throttle shifter up to the linkages under the flywheel wont rotate, the starter seems to be working fine, my phone is working so i can keep checking this every few mins thanks!

Theres picture of the area im having trouble with, also note, shop just installed that idle stop, and the black link was stuck under the screw because they didnt put it on right, it was to high and went right over the link and the threds kinda grabbed onto the link, it kinda pryed the stop back but it didnt release the throttle to move freely, it seems like that spring that is in the slotted area to slide back and fourth is topping out at the end and thats why i cant get the throttle up, what should i do?
