Tilt/ hesitation 1993 Johnson 120

I have a 1993 Johnson 120. My Tilt doesn't work at the throttle or the engine. It makes the noise but the pistons don't move. I've sprayed them with wd-40. What else should I try? I am not expeienced at boat motor repair but would like to try before taking it to the shop. Also (not related) my boat runs fine but when warm it sputters and hesitates while running and then is very difficult to restart if I turn it off. Any suggestions would be helpful. Check the fluid level in the reservoir.

I went and checked it it's full. Any other ideas?Thanks
