starter recoil on johnson 9.9, 1972

hey all, i have a problem with my recoil on my 1972 Johnson 9.9., most of the time it engages a the old girl starts first pull, but once in awhile there is nothing there. so off comes the cover, and on the recoil there is a little arm that i fool with and it has something to do with the pull start. any help out there. i got a feeling this is an fairly easy fix.------------------

WD40! Sounds like youi have a pawl sticking.JB
