power tilt on 1978 evinrude

I JUST hooked up my power tilt to my boat,and cannot get to work .I have two wires that come from the tilt motor,blue/green,hook to bat they go up down,then off the black box which consist of power and neg wire,and two relays,then theres two more ground wires on diagram that looks like you ground back to the motor.The only thing that happens when you push trim switch on handle is they click,the fuse is good in box and all wiring looks correct.plus 2 new relays. ANY SUGGESTIONS, THANKS RON.

12VDC+ to blue and 12VDC- to green will tilt up or down, I can't remember which. Changing the wires (12VDC+ to green and 12VDC- to blue)will tilt it the other way.c/6Hooty
