Default Mystery hose on 1990 Johnson 200

I bought this engine on ebay, now I'm trying to undo all the redneck engineering from previous owners (and there's been a lot). I pulled the carb bodies to install rebuild kits and found what looks like another example of someone's handiwork, but darned if I know what this hose is supposed to go to. I don't see it in either my factory service manual or any online parts diagram. It's about 3/8" ID, and I'd be willing to bet it didn't come from the factory with a bolt stuck in it like this.

From the factory it has a plastic cap on it. The caps would sometimes crack and split. Nothing wrong with a plug.

The V6 intake manifold is made up of a V4 manifold on the top 4 cylinders and a dual throat manifold on the bottom 2. At the bottom of the V4 manifold is a drain which isn't used on the V6. the bottom dual throat intake has the drain. Therefore the cap or, now, plug.

BTW, check out the parts breakdown at shop.evinrude.com and you'll get a better "picture" of how they did it.

And be sure to get rid of the white tie wraps and get the black ones.

All the hoses are getting replaced also, a few are starting to show cracks, and one carb didn't even have a tie wrap on it (just finding THAT is probably worth the price of the rebuild kits).

I don't even know how I did that. When I inserted it in the post I thought it looked odd, but I was getting hungry and eating was more important than figuring out what was wrong with that photo.
