johnson won't throttle up

I have a 1995 Johnson 25 hp, 2, cycle. The motor runs, but then after stopping or running it at a slow speed for a short time the motor will not run above 3 mph. When I attempt to throttle up the motor, it sputters and shakes. Then, intermittently it will throttle up and run fine, but then the problem comes back. Additionally, when it this problem is happening the motor is emitting more smoke than normal. Can anyone please help?

Carbuerator! I had the same issue, and my husband is a mechanic. He pulled our carb, cleaned it and now everything is great!

Sounds like it's running a little rich. Have you ever taken off the carb and cleaned and re-built it?

No, I have never done anything with the carb. The motor is a 1995, but has very few hours for the year. This will be my 3rd year of owning the motor and it always ran fine up untill this recent problem. I'm not sure if I could do the carb by myself, so if that is the problem I may have to take it to a marine mechanic. Anything that I could check out

You can do the carb,,,Their fairly simple.

How? Can I find instructions for doing the carb online?

Heres a schematic/parts list.Most important is #22.You can see how simple they are,just ask as you go.Most of the long time posters can answer any questions.Basically take it apart clean all orfices and tiny holes you can see with a solvent blow every orfice out with compressed air and reassemble.Then get it on the water.
