Remove lower unit, noting any issues w/shift shaft linkage, and disassemble. ********** will have a blow-up schematic. Could be shift fork/cradle, or clutchdog/forward gear. You have to look.
It's almost beyond the point of bearable how torturous it is to try to have any dignity in being a Vikings fan..
Check adjustment first then it might be a gear or clutch dog....
When in doubt,Trim it out!!!

Forward gear and clutch dog or worn or loose shift linkage.
Had the same problem with a Norseman 40hp that I acquired. turned out to be the forward gear was a bit worn and rounded,also the clutch dog.Cure,not the $360.00 for a new gear but the price of a Dremell.Redressed the angles on the gear and reversed the dog.Works fine now.Before doing that make sure your cables are all adjusted correctly as has already been said.
