Installing water pump on 73 johnson 85 hp

I am expecting my parts to come in for my water pump and have have a question on installing the water pump.There are 7 bolts on the lower shaft; 4 under the cavity, three on the end of the shaft, plus the ones on the water pump housing. What should I torque these to since the ones under the cavity are hard to get my torque wrench into or should I just tighten them evenly like on a car tire.One last thing what glue should I use to hold the exhaust seal in place while installing.

You don't want the bolts to work loose from vibration, so if you cannot torque them, use stainless lock washers.For the seal, use a little permatex or strips of masking tape. You just want to hold it tight to the lower unit during assembly. Afterwards, compression will keep it stable.
