Help with my 1979 Evinrude 200HP

I can start it run WOT for about a min. then it boggs down and I can pull it back to neutral then run it up to about 2500 rpm and it runs fine but if I go above that it starts to bogg out?? if I pump the bulb it helps but the ball it hard and you have to pump it really fast or it doesn't help.also when it was acting up I was just running it blow the 2500 rpm mark which it runs fine but I punched it and ran WOT and it ran fine until I slowed down again then it wouldn't run above 2500rpm again??is it fule pumps? this motor has two?I changed power packs and carbs were rebuilt last year.any Seggestions?thanksDerek

also did compression test 1-114,2-115,3-111,4-121,5-113,6-111but number 1 cyl. a bit of Oil around the outside of the plug?
