Default Fuel primer on 200 johnson

I have a 1990 200 Johnson and have a little problem. I got it off my brother and he told me the last time he used it a couple of years ago it would miss from time to time. I took the boat out the first time and it ran terrible, wouldn't plane out, ran like it was at 1/4 throttle or something. It opened up and did fine for about a mile, then back to nothing. I drained the carbs and all looked good, changed the fuel filter (he had been starting it and running Sta Bil thought it each year) took it back out and it took off great...for a while, then it started again, but it did it much less this time only acting up for a couple of minutes. I am thinking that my primer is sticking and flooding the motor. I noticed about 1/4 cup or so of 2 cycle oil in the air silencer cover and also the spark plug gaskets were saturated in oil (running premix now) the first time I took it out. I have worked the key and listened and the primer always seems to click when I let it off, but of course there isn't a load. The weird thing the last time it acted like this I figured out I could turn the motor off and restart it and it would run fine, like something had been stuck and just needed reset. Thats what got me thinking primer. Ideas? Thanks!

Is the hot horn working? It sounds like its overheating and going into slow.
    When in doubt,Trim it out!!!

It test beeps when you key on, so the buzzer is OK, but not sure about the sending unit or sensor. It also seems to do better as it warms up, but I didn't even know there was something to idle it down if it over heated. When this happens it always drops to a max of 3000 rpms best I remember. When she is right it will run to 5500. It pee's very well, too. Is there an easy place to jump this out to test? I know a lot about 2 stroke motorcycles, but not so much about boat motors, so keep that in mind.

Looked up slow mode and it does sound like it may be my problem. I am guess electrical interference by the fact it gets better and not worse when hot. I have an infrared thermo (used to be an HVAC contractor ) so I can check my head temp (BTW, what is max temp at the head?). I read somewhere you need NGK plugs and I think mine had Champions in there. I am guessing that if they are not resistor plugs it can cause the problem? I will look for bad pug wires, what else do I need to look for?
