Default Evinrude Lark VI carberator leaking gas

My Lark VI (#40463R E03244) carberator leaks gas out of a small hole just right of the low speed needle. It appears that something should be in this spot to stop the gas from dribbling out while it runs. Also, while running in neutral, the engine smokes a lot. Is this due to the recommended mix ratio of 24:1, or is something else wrong? Thanks.

Did you check the float valve as I mentioned in your other post? I think that hole may just be a vent for the bowl.
