Default Evinrude 70 hp 4 stroke motor

I have a 70 hp 4 stroke Evinrude that I am having problems with. When I turn on the batteries the engine starts to crank over without the key in. When the key is in the motor cranks over and starts. The starter comes up and starts the motor but when it retracks back down it keeps on spinning. The model no. is E70PL4EEThe serial no. is S 16002529I was thinking that it might be the starter selenoid but, I'm not sure what it looks like. In these newer motors things are so compact that it is not easy to find items.I took out what I think are the selenoids but I'm not sure. There are two of these on the right side of the motor underneath an electical panel box cover. They are marked PTT-Relay, 12V- 80A on another line it reads 88 05 made in Japan. This all started when I was looking for a problem with the motor not wanting to run smoothly above 3000 RPM's. It would start to studder like it had a dirty fuel filter. So I changed the fuel filter and found I had two dead batteries. After charging the batteries and them not taking a charge I replaced the two batteries. Fellows I hope someone can come up with an anwser to my problem. Thanks Ben
