Evinrude 1978 35hp screw loose

Hi Folks, I wonder if any of you clever guys could help me. I bought my boat last year which had the above outboard on it. The engine is running great and have no problems with it as of yet(touch wood) but when i first got it there was a bolt lying in under the cover which i reckon comes out of the area shown on this pic in green. Can any of you tell me what that bolt does, it looks like some kind of adjustment but i cant figure it out. The engine has been running and starting without any problems as i said. Thanks in advance.

That green tab? Thats for a safety so the motor wont start in Forward or reverse.it connects to the whiteish plastic piece up by the ring gear.
