The snap ring retains the slow speed control knob and sets the low speed fopr trolling and idle. It pushes against the arm or the shaft that turns the magneto plate and in turn the carb butterfly via a cam on the mag plate. Chances are your low speed mixture is off as the low speed adjustment is turned in all the way and you should be getting a pretty fast idle as it is set up right now. If you cannot correct this by adjusting the low speed mixture, then the carb is probably gummed up inside and needs overhaul. This means the low speed idle circuit in the carb is probably plugged up. Most guys will tell you to get the carb kit and take the carb off and clean it, and then remove the welch plug(looks like a small freeze plug) on top of the carb to clean out the pocket with the low speed orfices and then put in a new welch plug(comes in kit).

Trick is to always pull the fule line off the engine when you get to the dock and let the engine run out of gas, this way you don't have fuel in the carb that can turn to varnish and plug up the carbs small idel circuit orfices.

Great picture. I wish we all had that talent. From the picture you can see the snap retaining ring is off the end of the slow speed knob. The retaining ring will allow the threaded portion to reach the vertical throttle shaft and give you some added rpm. You will also notice the ring hole is broke but still will probably work. You will see the grove on the end of the knob it seats in. Best of luck. Rick.
