99 175hp tilt trim problem

I recently purchased a boat with a 99 175hp evinrude on it and i cant get the tilt trim motor to work. The relays click when you hit the buttons but the motor doesn't turn. I tried hooking the motor up direct and it does run that way, just wont run through the switches. I even tried switching the relays around but it changed nothing. I was told that my model engine had trouble with the t/t relay board and that it might need rebuilt?? Any help would be greatly appreciated..

Try disconnecting the blue& green wires of the trim motor at the connector just below the relay box. Use a multimeter on the wires from the relay box and see if you get voltage on them when you push the switch. If yes then you must not be making a good connection in the connector. Clean up the metal contacts and I use battery spray cleaner on them; see if the motor runs after you have cleaned that connection. Good luck

Ok, i put a new trim motor on but it still doesnt work. I unplugged the wire from the relay board that goes to the motor and checked the voltage when i hit the switch up or down and according to my multimeter i dont have a full 12 volts coming out all the time, in fact it kinda jumps around. Does that mean my relay board is bad or possibly my relays? I never seen both relays go out at the same time but who knows. If the board is bad is it repairable or have to be replaced? Thanks in advance, this website sure saves a lot of money in troubleshooting
