9.9 evinrude 4 stroke ,carb issues?

I am working on a 1996 evinrude 4 stroke.It was put away 2 years ago,and this year was started but it did not run right.
Thinking the carb was gummed up,I cleaned the carb and attempted to run the motor.The motor will start at idle,but I cannot advance the throttle,at all.When I attempt to advance it the motor dies.I tried using the hand choke but that also kills the motor.The plugs are new.Two summers ago I had replaced the CDI box,due to a no spark issue.
When I cleaned the carb it was not in bad condition.

Any ideas.

A lot of "cleaned" carbs have plugged orifices in the throat.

That is the first place I would look.

Did you disassemble and rebuild the carb? That's the only real way to clean one.

Yes I removed and cleaned the carb,however I did not use a rebuilding kit,I just cleaned it.
I will get a kit and clean it and rebuild it again.

Hi!

I know this is from a long while back, but do you still have the Evinrude 9.9 HP 4-stroke? I am having problems with starting a similar High Thrust 4-stroke 9.9 engine. I got it second hand , and saw it running before I bought it, but now not starting - no spark. I cannot identify the correct year of manufacture, to get the correct repair/maintenance manual and spares for it. Can you tell from the model number which year it was built. Model No. BE10DBLEOC?
Would appreciate any help.
