'86 Johnson 15hp Throttle won't turn

My 1986 Johnson Seahorse 15hp the Throttle will not turn on the Tiller handle. I can see the linkage making an attempt to move while the top was off but barely moves. Any ideas on what may have gone wrong? It worked fine for me all Summer running the River, to which I took it Salmon fishing yesterday and found the issue with the throttle. I can engage Reverse and Forward fine I just can't give it any power other than idle speed. Any advice would be much appreciated.

Sorry. I'm not familiar with the cable throttle. Someone will take a stab at this I've no doubt. Best of luck. Rick.
