85 Johnson 115...fuel line

This maybe a dumb question but here goes. My fuel line attaches to the top of my gas tank but does not actually reach the bottom of the tank. How does fuel flow without a line actually being inserted into the fuel?

There is/should be a brass pickup tube which extends from the hose fitting head in the top of the tank all the way to about 1/4" from the bottom of the tank.
