Default 83 25hp johnson, how do I adjust the rubber stop for spark advance?

I am doing a linc and sync on my J25RCTE and need to know what the procedure is for adjusting the little rubber stop on the rotor, I am thinking this sets the advance. Basically, long story short, I already fiddled around with this stop thinking it is the stop for wide open throttle but realized that is controlled by a roll pin on the side of the butterfly shaft on the carb, and just need to know where to put it now. Thanks

I am not in front of the motor right now to look so is there timing marks on the flywheel to indicate advance? and is the top cylinder number one?
