There should be timing marks on the dist pulley, the pully base and the distributor bracket. When the marks match, the affected point set should have just opened.
OK,(here goes from memory) turn the flywheel until the timing mark on the flywheel lines up with the two marks on the engine block in front of the distributor. Now advance the throttle from all the way slow, until the distributor pulley base timing mark lines up with the timing mark on the distributor bracket. The throttle rolled should just touch the carb cam, at the scribe mark. Adjust the ss arm to make it so. Now disconnect the wire that comes from the pulley base. Put a continuity meter on that wire, to ground. When you turn the pully, the points should open when the marks on the pully and the pully base line up. This sets spark timing for two cylinders. Now turn the pully 90 degrees clockwise. There should be another timing mark on the pulley base. The second set of points should open when the marks line up. Now turn the pully back to the first set of timing marks and install the timing belt.
If you had inserted your email address in your profile, I could have sent you the scanned OMC procedure from the service manual (hint).
