2003 Johnson 115hp 4 stroke starting issue

Motor will not turn over. Symptomatic of when throttle is left in gear. I have checked throttle cable, saftey landyard, and battery. Has anyone experienced this issue?

If you have a dash mounted key switch try disconnecting the two yellow/red stripe wires from the back and jumping between the bullet connectors with a test lead. If it works then the problem is with the switch that provides start-in-gear protection in your controls. If it still doesn't work check your starter relay.
