remove screws that hold the lower unit to the ex housing...lu should drop down 1/2" or so...looking into that gap you'll see the brass connector that links the upper gear selector rod to the lower rod...remove the lower screw completely from the connector... I've found it helps to put the gear selector into reverse as this allows a little more of a gap and I also put a couple of the lu screws in slightly to prevent it from coming off abruptly...shop2.evinrude.com will have diagrams for your motor
Use acetone or lacquer thinner on a rag, and rub the paint off of the sticker.
If you don't have either acetone or lacquer thinner, you could borrow your lady's finger nail polish remover, and try that.
