1999 25hp Johnson Need Help

My 1999 25 hp Johnson has a "cough" that will not allow for a slow idle and the top end seems a bit sluggish. It has a new carb kit that was just installed after some water had gotten into the gas. Engine was supposed to have been flushed also, but cant really trust the guy that did the work. It runs ok as long as its not at idle or wot. Butterfly valve is shutting fine, fuel filter is clean, going to redo all of the fuel house fittings when the rain stops. Any other ideas? What is/how to a link and synch maybe? Thanks guys.

I would look at the link and sync. Also do a compression test water is never good.

How complex is the link and sync? I dont have a manual currently

You must have a manual. Its best to have one anyway it will help ALOT.
