1998 175 evinrude rough idle

I started my new leftover 1998 175 carbed evinrude for the first time and it idles rough.I ran it for about 5 minutes on a garden hose.I tyhen removed spark plugs and the port banks plugs are dry,while the starboard banks plugs are wet, same with the piston heads the starboard ones seem oily and wet while the port ones seem clean and dry. does this mean im not getting spark on one bank? or not getting fuel to one bank? or any suggestions? thank you

Check to insure plugs on wet bank are firing. If so look for fuel delivery problem on dry bank.Without seeing myself I don't know what you mean by dry as all two strokes if recieving adequate mix will have some residual wetness.

Thanks oB I will check for firing on wet bank, What I mean bye dry is that when i compared the plugs from both banks the starboard side was definately more noticeably wet and oily,while the other side was dry etc..
