1996 Johnson won't start

I have a Johnson 1996 50hp engine on a 97 lowe boat with OMC controls that will turn but not start the boat I just got was winterized last winter and when I went to start it nothing it turns over fine and is getting plenty of gas but seems no fire or i'm doing something wrong? this boat was given to me by a family member who had it serviced every year.any ideas pls help note I dont have the clip safety device that goes on the key switch would that matter ? or did they do something I'm not aware of when they winterize this boat..
