1992 Evinrude 200

Just checked out a boat for sale with this engine on it. I am new at this but as we were warming the motor up with the muffs on there was water spraying from the seam where it looks like the lower unit mates to the upper unit or shaft, an inch or two below the antiventilation plate. I know this is not good, but I think I have seen it before on other motors. What is the cause of this, how much damage could/will it cause, what is the fix and how much $$ does it run? Any help appreciated.

thats commom it will hurt nothing if you want you can drop your lower down
and seal eith some 5200 and rebolt but it will not damage anything
