    Unhappy 1992 40 HP Evinrude

    Have a 40 HP Evinrude (EL40 ELENJ)

    Fails to idle without continually feathering the key choke and won't come to speed. I have added Sea Foam to fuel and even swapped out fuel sources to isolate supply. Bulb stays firm and line is good.
    Carbs have been pro cleaned and new kits installed. Plugs are new. Compression is good and there is spark on both cylinders.
    HOWEVER, When I put my hand over the top carb intake when it does idle there is no change in the way it runs!!!

    Upper head gasket???:
