Howdy, Mark.Clean the starter shaft with WD-40, then lube it with light oil. Run it up and down by hand.If that doesn't help you have a problem with the starter electric circuit. Go to the Engine FAQs Forum and do the troubleshooting in "Outboard wont start".Good luck, and welcome aboard.
If the ground wire is getting hot then you very likely have a bad ground wire. Remove both battery cables at both ends and clean them. Then inspect the terminals where the wires enter. If there is any corrosion, install new ends or replace the cables. Corrosion equals resistance. Resistance means heat.
