1979-1980 100hp evinrude problems

According to my manual my motor is a 1979 but the model number says its a 1980. It was stored outside for 6 years unused and when I put it in the water everything was good except there was no open throttle. After a little investingation I notice that my timing advance wasn't moving far enough because it was sticking. I sprayed it down with some lube, now I have wide open throttle but I also have fast idle when in idle and the lever is down. I suspect it is in my timing but any suggestions on how I should approach this would be appreciated. Thanks.

Sitting for that length of time..... the carburetors are fouled. Remove, clean, and rebuild them.
