1967 80hp Johnson Electromatic

Have a 80hp Johnson Electromatic Super Quiet model V4AL-19R, serial# J2743813. (not sure what the R stands for) Used to run great until I had a dealer fix a leak in the lower unit. Replaced an O ring seal. But when he tested it it kept blowing fuses when put into reverse. So he replaced the lower unit with one that was suppose to be identical. Well reverse works and does not blow fuses but now I have other issues. It starts hard and seems to idle fine but when you go to throttle up it sounds like the engine is running on two cylinders, no power and no top end. Both passenger side plugs are wet indicating to me that they are not firing. I have removed the plugs and tested for spark and there is spark. Is there some wiring issue that the dealer messed up or do I have other problems? Should I be asking for the original lower unit back? What kind of plugs should I be running? Any help would be appreciated. If you need more info I will try to more. Thanks

If there was quite a length of time where the engine simply sat between the last time the engine ran properly and when it would not run properly, I'd suspect that the carburetor is either clogged, fouled, gummed, or out of adjustment.
