Smile 1957 4 HP Evirude Light Twin Problem with pulling starter rope

I have a 1957 4HP Evinrude Light Twin and I think the shaft is frozen. I can not turn the prop. I have not pulled the starter rope...I am afraid of damage to the fly wheel.

Any suggestions how I can "unfreeze" the shaft or cyclinder?
    Thanks!

First, if its a 1957 Lightwin then its a 3 hp not 4 hp. Remove the lower unit and then try to turn the prop and the flywheel to determine, which is frozen.
