Honda 30 4 stroke

I've got a Honda 30 4 stroke motor. I've got a couple of problems, which I'm hoping someone can help with.1. At low speeds (say between a 1/4 and 1/2 throttle) you can feel the hesitation in the engine. If you are at full speed, no hesitation. I'm pretty sure it's the carbs? I've had them off 5 or 6 times already to clean them. Could it be the float adjustment or air/fuel mix? Is there a way to get the air/fuel mix needle valve out. I have tried but no luck.2. Alternator, no juice going to my 12v plug. I have traced out to my fuse and the fuse is good. Suggestions?Thanks
