1999 honda 4 stroke tach

hi i just purchased a 1999 honda 50 4 stroke runs fine but will not rev to 55oo rpm's its on a 24' poontoon change the prop to a 12x9pitch 4 blade seems to run better but still will not turn up in nuetral i can get rev limiter to come on at around 3300 i was wondering if tach could be bad or i have it hooked up wrong i have the grey wire on send black with yellow on ing and black on ground the switch on the back of the tach is on the 6p button does anybody have any ideas thanks mike
